Il en va de même dans les chaînes de production, qu’elles soient industrielles, intellectuelles ou militaires. Dès lors qu’un maillon manque, la chaîne se rompt.

Le 14 octobre 1943, afin de priver l’industrie militaire nazie d’un composant critique pour la production d’avions, les roulements à billes, l’aviation US va bombarder les usines de la ville de Schweinfurt.

Aujourd’hui, afin de priver l’industrie de l’armement post-soviétique, parmi les mesures critiques, le monde occidental a mis en place plusieurs embargos. Celui qui risque à court terme d’impacter l’efficacité des armes mises à la disposition des combattants des armées putienniennes, on trouve l’embargo sur les composants électroniques. Tous les composants électroniques critiques sont importés, les armes en cours de production resteront sur leurs râteliers une fois les stocks de composants épuisés.

Dans ce qui suit, une histoire vécue, on retrouvera de surprenantes ressemblances. Russie, URSS même combat.

As the famous French Poet Lamartine said,
« When the beloved one is missing, the whole world is empty. »

The same is true in production logistics, whether industrial, intellectual or military. When a link is missing, the chain breaks and the whole becomes inoperative.

On October 14, 1943, in order to deprive the Nazi military industry of a component critical for aircraft production, ball bearings, the US Air Force launched a bombing raid on the ball bearing factories of the city of Schweinfurt.

Today, in order to deprive the post-Soviet arms industry of needed components, among the critical measures, the western world has set up several embargoes. The one which will, in the short term, impact the availability of the weapons used by the combatants of the Putian armies, it is the embargo on electronic components. All critical electronic components are imported from China or the Western World, without these chips, the weapons in production will remain on their racks once the chips will become unavailable. 

In what follows, a lived history, we will find surprising similarities.

A la la fin des années 70 j’ai réalisé mon rêve : m’installer pour de bon en Amérique du Nord, aux USA. De tous temps, rejoindre les US avait été mon rêve comme celui de mes ancêtres côté maternel. Ils avaient fui les pogroms d’Europe Centrale de la fin du XIX siècle et, par manque de moyen, ils avaient posé leurs maigres bagages au Havre à défaut de New York. Cela dit, un proverbe Yiddish affirme, « Heureux comme Dieu en France ». Ni eux, ni moi n’y avons perdu au change, la preuve, j’existe et la France n’est pas un choix par défaut.

At the end of the 70’s my dream became true: I was about to settle in North America, in the USA. At all times, joining the US had been my dream as that of my ancestors on the maternal side. They had fled the pogroms of Central Europe at the end of the XIX century and, for lack of means, they had laid down their poor belongings at Le Havre for lack of New York. That said, a Yiddish proverb says, « Happy as God in France ». No one will complain, the proof is obvious, I exist and France is not a default choice.

La France n’est pas un choix par défaut mais les US m’avaient toujours attiré. Mon premier vrai amour, une jolie américaine, se nommait Luisa Rogoff, nous étions dans la même classe en première, une brillante intelligence. Et elle renforça mon amour des US. Anne-Marie, en 1967, raviva la flamme. 

En 1978, deux événements ont rendu mon installation aux US possible.

Françoise, mon épouse était enceinte de Carole et disposait d’un congé maternité. Bill avec qui j’avais réalisé à Philadelphie une superbe maintenance, souhaitait que je rejoigne son équipe de maintenance des équipements en Médecine Nucléaire.

A l’époque, Jimmy Carter, guidé par une éthique irréprochable, présidait les US. Sans arrière-pensées, une fois Carole née, avec armes, bagages, trois enfants et deux chiens, nous avons posé nos cantines, samovar et nos espoirs dans une Nouvelle Angleterre qui nous ouvrait ses bras.

France is not a default choice but the US had always attracted me. My first real love, a marvelous human being, was Luisa Rogoff, we were in the same class in first grade, a brilliant intelligence. And it strengthened my love for the US. Anne-Marie, in 1967, rebooted my desire.

In 1978, two events made my installation in the US possible.

Françoise, my wife was pregnant with Carole and could claim long a maternity leave, Bill with whom I had performed a superb maintenance in Philadelphia, recommended my candidacy to join his maintenance team in Nuclear Medicine devices.

At the time, Jimmy Carter, guided by impeccable ethics, presided over the US. Without ulterior motives, once Carole was born, with the whole nine yards, luggage, three children and two dogs, we loaded our canteens, samovar and our hopes in a New England that opened its arms to us.

En 1979 je travaillais pour la société Raytheon Nuclear Diagnostics. Elle fabriquait des Gamma Cameras. Ces Caméras étaient connectées à des mini-ordinateurs Intertechnique dont j’assurais la maintenance à l’Export. Un moment dont je garde des souvenirs forts, en particulier pour les interventions effectuées derrière le rideau de fer. C’est à l’occasion de ces voyage que j’ai compris que le Marxisme-Leninisme était une impasse.

In 1979 I was working for the company Raytheon Nuclear Diagnostics. They developped and manufactured Gamma Cameras. These Cameras were connected to Intertechnique mini-computers which I maintained at Export. From this moment in my life I keep strong memories, especially from my assignments behind the Iron Curtain. It was during these trips that I understood that Marxism-Leninism was a dead end.

Dans les labos de Raytheon, parmi mes collègues, Leon Lumesky, un timide mais brillant mathématicien de Leningrad, s’emmerdait à cent sous de l’heure. Profitant de sa charge de travail plus que minimale, nous lui avons soumis un projet de développement d’une interface électronique qui permettrait de régler de façon optimale les Gama Caméras et accélèrer leur production.

Une fois le cahier des charges rédigé, nous le lui avons soumis. Léon regardait le problème posé comme un jeu d’enfant, son souci majeur relevait des composants disponibles pour sa réalisation. Pour lui faciliter la tâche nous lui avons fourni la Bible de Texas Instruments. Celle-ci contenait tous les composants électroniques nécessaires à ce projet.

Léon prit la Bible, la feuilleta et avec sourire nous a posé la seule question que le méritait :
– Cette Bible est complète, certes, mais quels sont les composants vraiment disponibles ?
Pour nous, cette question était incompréhensible, tous les composants étaient disponibles, certains avec quelques délais de deux à trois semaines maximum. Et ce fut notre réponse. Celle-ci provoqua une grimace d’incompréhension et une remarque :
– Tous ces composants sont-ils vraiment disponibles ? Ce n’est pas vraiment possible.

Mais si tous les composants l’étaient et nous avons demandé à Léon les raisons de ses réticences. 

In the Raytheon Labs, among my colleagues, Leon Lumesky, a shy but brilliant mathematician from Leningrad, was bored to death. Taking advantage of its more than minimal workload, we submitted a project for the development of an electronic interface that would make it possible to optimally adjust the Gama Cameras and speed up their production.

Once the specifications were drafted, we submitted them to him. Leon looked at the problem as a child’s play, his major concern was related to the components available for its realization. To make it easier for him, we provided him with the Texas Instruments Bible. It contained all the electronic components needed for this project.

Leon took the Bible, looked inside and asked us with a smile the only question that deserved to be asked:
– This Bible offers all the chips I need, but what components are really available?
For us, this question was incomprehensible, all the components were available, some with a delay of two to three weeks maximum. And that was our answer. It caused a grimace of misunderstanding and a remark:
– All components available, not really possible.

But if all the components were and we asked Leon the reasons for his reluctance. 

A Leningrad, Léon travaillait dans un centre de recherche spatiale. Il était chargé de la conception de l’électronique embarquée. Lorsqu’un projet lui était soumis, il réalisait trois ou quatre versions de cet unique projet en choisissant des composants différents. Une fois les listes élaborées, il envoyait les trois ou quatre listes au service achat et attendait le retour des composants disponibles.

Lorsque Léon recevait les composants, il dessinait un ultime schéma avec les composants disponibles livrés. De nombreux composants pointus lui étaient interdits car frappés d’une interdiction d’Export COCOM. Léon était donc contraint de créer au plus simple.

Ceci explique probablement la légendaire inefficacité de la société soviétique.

In Leningrad, Leon worked in a space research centre. He was in charge of the design of the onboard electronics. When a project was submitted to him, he carried out three or four versions of this single project by choosing different components. Once the lists were developed, he sent the three or four lists to the purchasing department and waited for the return of the available components.

When Leon received the components, he drew a final diagram with the available components delivered. Many sharp components were forbidden because they were banned from Export COCOM. Leon was therefore forced to create as simple as possible.

This might explain the legendary inefficiency of the Soviet Society.

Si les embargos n’ont pas tous l’efficacité souhaitée, il est probable que les armes modernes, pour cause de manque de composants, risquent à court terme à manquer sur le champ de bataille.

En 1918 le Kaiser a perdu la guerre car le blocus lui interdisait de nourrir l’Allemagne. On peut espérer que l’embargo sur l’électronique aura des effets semblables.

Sans une industrie électronique indépendante l’URSS avait perdu la Guerre des Etoiles lancée par Ronald Reagan. Sans les composants occidentaux, Josef Putaline sera contraint de lâcher prise.

If not all embargoes have the desired effectiveness, it is likely that modern weapons, due to lack of components, will run into a production nightmare. The Smart Weapons will not make it to the Battle Field.

In 1918 the Kaiser lost the war because the blockade forbade the feeding of Germany. One can hope that the embargo on electronics will have similar effects.

Without an independent electronics industry the USSR had lost the Star Wars launched by Ronald Reagan. Without Western components, Josef Putaline will be forced to let go.
